This one was a nightmare. You had to spin the dial to adjust hot and cold and push the thing down to turn it on and adjust pressure. God forbid you try to adjust the temperature while the water was running! Prepare for tsunami!

The tap is a bitch! Very deceiving. It spins in a circle for hot and cold but it moves up and down for off and on and pressure level. And, its touchy.... a little tap down and you're flood waters.

 That looks like someone cheaped out and used a shower set for a sink. Maybe it needs a flow restrict-er installed upstream from the aerator at the end of the spigot.

It also looks like maybe a hotel bathroom as I am sure that we would have seen this a long time ago if it was in your home.
